MINISTRY OF LOCAL GOVERNMENT BOOSTS REVENUE COLLECTION IN GOMBA TOWN COUNCILS THROUGH ICT EQUIPMENT SUPPORT

The Ministry of Local Government has strengthened local revenue mobilization efforts in Gomba District by equipping town councils with Information and Communication Technology (ICT) equipment aimed at improving monitoring, reporting, and accountability in revenue collection.

The handover exercise was conducted by the Chief Administrative Officer  on 10th December, 2025 at the CAO’s Office at  Gomba District Headquarters Tondola. The initiative is part of the government’s broader strategy to enhance Revenue management through digital systems at lower local government levels.

The engagement focused on facilitating effective monitoring and reporting of revenue collected by town councils and supporting Town Clerks and Parish Chiefs to efficiently use the Integrated Revenue Administration System (IRAS) during revenue collection.

Speaking during the handover, the Chief Administrative Officer (CAO) commended the Ministry of Local Government for its continued support in strengthening revenue collection systems within local governments.

“I commend the Ministry of Local Government for supporting our town councils with ICT equipment. This intervention will greatly improve monitoring, reporting, and accountability in revenue collection. I urge the Town Clerks to steward these resources responsibly and ensure that revenue performance in their jurisdictions improves,” the CAO emphasized.

The meeting brought together key stakeholders, including the Town Clerk of Kanoni Town Council and the Town Clerk of Maddu Town Council, who welcomed the support and committed to ensuring effective utilization of the equipment to enhance revenue management and service delivery.

Speaking during the meeting, Kibirige Moses, the Town Clerk of Kanoni Town Council, expressed appreciation for the ICT support, noting that it will significantly strengthen revenue administration at the town council.

“This equipment comes at a very critical time. It will greatly enhance our ability to monitor, record, and report revenue using the IRAS system. With improved accuracy and accountability, we are confident that revenue collection in Kanoni Town Council will improve and translate into better service delivery for our people,” Kibirige said.

As part of the support, the Ministry provided essential ICT equipment to town council offices, including all-in-one desktop computers, Uninterruptible Power Supply (UPS) units, and printers. The equipment is intended to support staff in real-time revenue monitoring, data entry, reporting, and compliance with digital revenue collection systems.

The introduction of ICT equipment is expected to significantly boost local revenue collection by minimizing leakages, improving data accuracy, and strengthening oversight. Enhanced reporting will also support evidence-based planning and improved service delivery within town councils.

The Chief Administrative Officer further emphasized the need for continuous capacity building of town council staff on the use of IRAS and other digital revenue tools. Town Clerks were tasked to ensure proper maintenance, security, and optimal use of the equipment, while submitting regular performance reports to the District and Ministry.
